After 20+ years of using the UPCS (Uniform Physical Condition Standards), HUD/REAC is rolling out a new inspection protocol for affordable housing. It’s called NSPIRE – National Standards for Inspecting Real Estate.
In addition to reducing the number of “inspectable areas” from five to three, HUD is revamping nearly all the defect definitions with a new focus on resident safety.
As HUD continues to release the inspection standards, we are developing this simple to use field chart with easy to understand definitions so you can quickly get up to speed on these new inspection standard.
A field chart with simple to understand definitions and point deductions for every defect. This GuideBook provides a detailed account of every possible deficiency and it’s precise scoring value.
In 18+ years of conducting UPCS inspections, we have found that without this knowledge, agencies waste dollars and time in correcting the WRONG defects. Although well intended, they have a tendency to spend money on “OBVIOUS” defects…some of which have no effect on your REAC score.
No more guessing…never again spend valuable resources on repairs, only to find the expenditure did not significantly improve your REAC score.
We have created a simple guidebook clearly spelling out each “observation” and “deficiency” and their level of severity using our familiar color coded format which include several color photos of common defects.
There is no need to flip through 100’s of pages or dozens of websites to learn this new challenging protocol. This single guidebook will answer all your questions in regard to deficiencies, levels of severity, health and safety, fail items, emergency and life-threatening issues and more.
If you are currently subject to HQS inspections, this book is a must as it puts the entire UPCS-V at your fingertips
